Over the period 2007-2013, the territorial cooperation acquires a new rank becoming a full objective of the economic and social cohesion policy of the European Commission, compared to the objectives of convergence and competitiveness.
This project makes it possible to apprehend the maritime policy in an integrated, intersector and multidisciplinary way, thanks to its impact on the concept of sustainable and competitive tourism, on employment, on technological and innovation development, on the economic and territorial development of the harbour cities linked to their inland cities.
The European Federation of Yatching Harbours (Euromarina) was commissionned by the FFPP to ensure the presentation and piloting of the concept ODYSSEA in Europe (except France and its overseas territories).
Euromarina, in conformity with the contents of the Declaration of Palma de Majorque (European founding document of the concept ODYSSEA) launched a phase of territorial cooperation in Europe and will initiate before the end of 2007 several transborder projects of territorial cooperation between Spain-France, Spain-Portugal, France-Italy and vincinity projects between Spain-Morocco .
For better tallying and ensuring its mission, Euromarina will create a European Group of Territorial Cooperation (EGTC), a new tool for European territorial cooperation, supporting new partnerships in order to provide a common and coherent framework for the national, regional and local interventions, and to surmount the constitutional, legal and financial barriers.
